As far as I can tell, the white-furred face of a skunk is entirely a cartoonist's conceit -- I found no photo reference to back it up. Oh well -- that said, he're Captain Wilgefortis. ^.^ One of the fun things about a medieval fantasy is that you can get so much mileage out of the Bill of Rights ... or, more specifically, that it didn't exist in medieval times. No warrants, cruel and unusual punishment, even housing your police inside people's homes -- ah, for fun. You can tell the Captain has enthusiasm for his job.
